The venture will see West End residents able to buy quality shrubs and plants on their doorstep.
But a campaign to save the beds was led by the Friends of Victoria Park and Whiteninch community council.
Protests in the park, a petition, and a publicity drive are among moves being planned.
Volunteers have been invited to take on the planting and upkeep – but it looks unlikely that any group will be able to step in.
On a clear day, visitors can even see over to the Isle of Arran some 40 miles away
Friends of Victoria Park want to restore the pond and create a fernery more in keeping with the habitat.
